Q) Why is the individual viewing not allowed in Changdeokgung?

Why is the individual viewing not allowed in the Secret Garden of Changdeokgung?
Unlike Gyeongbokgung which was constructed on broad level ground, Changdeokgung was constructed on the narrow level ground within hillsides. Especially, Huwon(rear garden) of Changdeokgung represents the characteristics of traditional Korean landscape gardening that minimizes the artificial factors and promotes the harmonization with nature arranging only 20 buildings on 330,580 m hillsides.
Unfortunately, as a result of broad mountainous districts, it has more challenges to manage the safety of visitors, fire risk, and preservation of ecosystem than other palaces. Changdeokgung had been opened to public from 1960 until 1976, but the opening was stopped that year because various problems such as huge damage of dense forest and cultural heritages occurred. After repair works for three years, tour by guides at scheduled hours has been conducted from 1979 in pretty large limited area.
